Waugh spent 15 years as a trusted goalkeeper in the lower divisions with Peterborough, Sheffield United and Bristol City making over 350 appearances. John Sillett signed him for £40,000 as cover for Steve Ogrizovic in the summer of 1989. With ‘Oggy’ having not missed a single game in five seasons many thought Waugh would follow in the footsteps of Perry Suckling and Jake Findlay but five games into the season Oggy was injured and Waugh was given his top flight debut aged 32. He played two games. In the first, a 1-0 home win over Luton, he faced a penalty, and his second and final game was at Grimsby in the League Cup.

In December 1990 he went on loan to Watford and signed for them permanently two months later. Again he was understudy, to David James and later Perry Suckling, and managed seven games for the Hornets before hanging up his boots in 1993.
