He began his career at Norwich City in 1977, making 14 appearances over seven years. In 1984, he transferred to Barnsley, where he was twice named the club's Player of the Year. After a brief stint at Coventry City as back up to Steve Ogrizovic who rarely missed a game, Baker joined Ipswich Town in 1992 before retiring in the 1994–95 season. Post-retirement, he transitioned into the insurance industry in London.

One of many understudies to Steve Ogrizovic who got limited opportunities in the first team. Signed in 1991 from Barnsley where he had been a regular for seven seasons making almost 300 appearances, Clive made just one appearance for the Sky Blues, at Rochdale in a League Cup tie which was lost 0-1. In March 1992 when Oggy was struck down by injury Baker’s chance loomed but he was struck down by appendicitis and left for Ipswich that summer where he became a regular. Forced to retire through a knee injury in 1997 he later worked in insurance in the City of London.
